Kevin Bishop, M.L.S. Owner | Licensing & Compliance Consultant | Former AZDHS Compliance Officer Behavioral Health

With over four years of experience as a Compliance Officer for the Arizona Department of Health Services (AZDHS), I bring firsthand knowledge of the regulatory landscape that governs healthcare, behavioral health, and residential facilities in Arizona. During my tenure at AZDHS, I conducted inspections, audits, and compliance reviews for a wide range of facility types—including behavioral health residential facilities, sober living homes, counseling centers, and other licensed care environments.

Now, as an independent Licensing & Compliance Consultant, I help healthcare providers and facility operators successfully navigate Arizona’s complex licensing and regulatory processes. Whether opening a new facility, expanding services, renewing an existing license, or preparing for a compliance inspection, I offer strategic guidance and hands-on support to ensure operations are fully prepared and aligned with ADHS standards.

My services include:

Licensing application preparation (new, change of ownership, relocation, etc.)

Policy and procedure development Compliance audits and mock inspections

Pre-inspection readiness and on-site walkthroughs

Strategic planning for multi-site operators

Staff training and regulatory interpretation

By bridging the gap between providers and regulators, I help clients avoid delays, reduce costly mistakes, and achieve licensing success with confidence. My mission is to simplify the licensing and compliance process so my clients can focus on delivering high-quality care. In addition to my regulatory experience, I hold a Master of Legal Studies (M.L.S.) from the University of Arizona, where I focused on legal frameworks, healthcare compliance, and administrative regulation. This academic foundation enhances my ability to interpret statutes, analyze policy, and guide clients through Arizona statutes.
